Caltrans & California Coastal Commission - Integrated Planning Framework

 

Justin worked as assistant facilitator with the Center for Collaborative Policy to provide support to Caltrans and the California Coastal Commission as they sought to improve interagency relationships and coordination for transportation projects in California’s coastal zones.  He helped develop frameworks for integrated planning and guidelines for agency partnering.  Justin also drafted, reviewed, and edited documents including a situation assessment that set the stage for the interagency team’s work.

Nebraska Department of Roads

Mike helped the Nebraska Department of Roads and the Federal Highway Administration create a new project delivery process that will simultaneously improve project efficiency and environmental compliance. The team has produced a new programmatic agreement and supporting documents that will change the project delivery process. 

 

Regional Transportation District (RTD) 

 

Mike is assisting the regional transportation agency in numerous ways, including: facilitating internal meetings to address organizational conflicts and agency strategy; and helping to engage external stakeholders and the general public as they seek to influence agency policies and programs.

 

Denver Union Station (DUS) Redevelopment (2012-2013)

Mike helped the Regional Transportation District (RTD) staff and a group of their key stakeholder (Historic Denver, City and County of Denver, DUS Project Authority, Union Station Advocates, and more) reach a consensus recommendation to the Board of Directors aimed at securing a development partner for the agency and making DUS the hub for RTD’s FasTracks Program, a multi-billion dollar comprehensive transit expansion plan.

 

State of Washington – State Route 520 Mediation  

 

Mike co-mediated a dispute over how to rebuild the bridge and highway across Lake Washington between Bellevue and Seattle, Washington.  He helped a group of federal, state and local stakeholders meet a December 2008 deadline to develop three viable alternatives for inclusion in a supplemental environmental impact statement.  The deliberations included consideration of tribal interests, including tribal fishing rights in Lake Washington. The Washington Department of Transportation is completed its analysis of the three possibilities and issued a final EIS and Record of Decision.

 

St Croix River Crossing

 

Mike co-mediated a thirty-year-long dispute over the St. Croix River crossing between Minnesota and Wisconsin.  After decades of litigation and administrative procedure, in a two-year process, Mike helped the stakeholders create a preferred alternative.  The Departments of Transportation in Minnesota and Wisconsin are now building the preferred alternative.
